Conditions of participation for continuing education programmes

Please note: The aim of this document is to give information about the admissions regulations. The only legally valid version of the regulations is the German version.

1 Registration and application for admission

The deadline for registration or application for admission is announced when the respective continuing education programme is announced on the website of the Academy of Continuing Education. A form for registration or application for admission is provided on the website of the respective programme. The form can be a PDF form or an online form. It must be duly completed and received by the Academy for Continuing Education within the specified deadline. The required documents/evidence must be enclosed unsolicited. If the PDF form is used, it must be signed by hand.

The registration or application for admission is binding for the participant.

2 Admission

Admission is granted if an applicant fulfils the participation requirements set for the continuing education programme in question.

If the number of applications for admission exceeds the number of places available in the respective continuing education programme, the date of receipt of the complete documents shall determine the selection of participants, unless the admission regulations or announcement state otherwise.

The University may set up a waiting list. There is no legal entitlement to admission.

3 Rights and obligations arising from admission

Subject to Section 9, the organizer is obliged to carry out the continuing education programme in accordance with the examination regulations or announcement. The organizer reserves the right to change the time, location and personnel of the course.

Admission entitles the participant to take part in the continuing education programme. He or she undertakes to support the educational success through appropriate participation even outside the attendance phases.

Upon admission, the University of Bremen recognizes the participant as a continuing education student.

4 Final certificates

The final certificates or certificates of attendance described in the respective examination regulations or announcement are issued by the relevant examination body if?

  • the prescribed coursework and examinations have been completed,
  • the relevant evidence has been submitted
  • and the fee has been paid in full.

If a continuing education programme is terminated prematurely or if one or more examinations are not passed, a certificate of attendance will be issued upon application to the Academy of Continuing Education, provided that the other conditions are met. The certification contains the successfully completed study and examination achievements.

5 Obligation to pay and invoice

Participation in continuing education events is subject to a fee. The obligation to pay the fee arises upon admission or registration with the Academy of Continuing Education.

The fee must be paid in advance on the basis of an invoice. The invoice will be sent with the admission to the continuing education programme.

The continuing education programmes may provide for semi-annual, quarterly or monthly instalments. A surcharge is levied for monthly instalments. The respective instalment must then be paid on the dates specified in the invoice. If an instalment is not paid on time, the entire remaining amount is due for payment immediately.

Payment shall be made by bank transfer to an account specified by the University at the expense and responsibility of the payer.

Non-participation in events or parts of events does not entitle the student to a recalculation or refund of the fee. The fee covers the services specified in the announcement or regulations.

6 Right of withdrawal

You have the right to withdraw the contract in text form (e.g. letter, fax, e-mail) within fourteen days without giving reasons.

The withdrawal period is fourteen days from the day on which the University of Bremen receives your application for admission (declaration of intent).

Timely dispatch of the withdrawal is sufficient to comply with the withdrawal period.

Consequences of withdrawal
In case of an effective withdrawal, the services received by both parties must be returned and any benefits derived (e.g. interest charges) surrendered. If you are unable to return the goods or services received as well as benefits (e.g. benefits of use) in whole or in part or only in a deteriorated condition, you may have to compensate us for the value. This may mean that you must nevertheless fulfil the contractual payment obligations for the period up to the cancellation. Obligations to reimburse payments must be fulfilled within 30 days. The period begins for you with the dispatch of your cancellation notice, for us with its receipt.

7 Termination free of charge and with costs

Termination free of charge is only possible up to one calendar day before receipt of admission to the continuing education programme. The termination must be communicated to the Academy of Continuing Education in writing. The date of receipt of the termination notice by the Academy of Continuing Education is decisive for compliance with the deadline.

Termination with costs is possible from the day of receipt of admission until 16 calendar days before the start of the event. For LIFE Continuing Education courses, termination with costs is possible from the day of receipt of admission up to 3 days before the start of the event. The termination fee is 5% of the participation fee, but at least 100 euros.

Termination must be made in writing. The date of receipt of the termination by the Academy of Continuing Education is decisive for compliance with the deadline.

8 Cancellation

Cancellation is only possible for continuing education programmes lasting longer than twelve months. In case of cancellation, a pro rata participation fee will be paid. The amount of the pro rata fee depends on the date of cancellation:

(a) For cancellations up to twelve months after the start of the event, a pro rata participation fee for twelve months must be paid.?The cancellation must be received by the Academy of Continuing Education 14 days before the end of the cancellation period.

(b) Continuing education programmes lasting longer than 24 months can also be cancelled up to 24 months after the start of the event. In this case, a pro rata participation fee for 24 months must be paid.?Cancellation must be received by the Academy of Continuing Education 14 days before the end of the cancellation period.

Cancellation must be made in writing. The date of receipt of the notice of cancellation by the Academy for Continuing Education is decisive for compliance with the notice period. 

9 Cancellation by the organizer

Failure to reach the minimum number of participants?
A continuing education programme will not be held if the minimum number of participants has not been reached by the start of the programme. The participants will be informed of this at least 10 days before the start of the programme. If the course is cancelled by the organizer, any fees already paid for this event will be refunded. There is no further entitlement.
 
Delay in performance?
If an academic continuing education programme cannot be successfully completed within a reasonable period of time for reasons for which the organizer is responsible, the entire fee paid to date will be refunded. There is no further entitlement.

10 Withdrawal and revocation of admission

The University may withdraw admission if it subsequently transpires that the admission requirements were not met or if admission was obtained by fraudulent misrepresentation, coercion or bribery. The University may revoke admission if the participant does not fulfil his or her participant obligations (see also No. 3), has not fulfilled them in the past or disrupts university operations, e.g. in accordance with Section 42 (4) of the Bremen Higher Education Act (as amended). In case of withdrawal or revocation of admission by the University, there shall be no entitlement to reimbursement of fees paid. If the University incurs additional costs as a result of the withdrawal or revocation of admission, these shall be borne by the participant.

11 Electronic storage of personal data

In order to fulfil its tasks, the University stores and processes personal data that it requires in the registration procedure and for the implementation of academic continuing education programmes. This is done in accordance with the statutory provisions.
